Queensland is on track to become a world leader in clean coal technology, with a carbon capture power plant referred for environmental assessment.
The state government is proposing to build the $4.2 billion ZeroGen plant near Gladstone.
It would convert black coal into a syngas to generate electricity, while capturing and storing more than two million tonnes of carbon dioxide by-product a year.
Minister for Mines and Energy Stephen Robertson said in a statement the project would put Queensland in the driver's seat when it comes to clean coal technology.
"The Bligh government was committed to protecting the environment from the impacts of climate change while securing a reliable low-cost energy supply and supporting the growth of Queensland's coal industry," Mr Robertson said.
The plant is expected to generate 2,000 construction jobs and 200 ongoing positions.
It is hoped construction will begin in 2012, with operations starting in 2020.
