The promotoin committees will identify the individuals on the basis of their leadership quality and superior performance in their present roles and are able to do best in their next role also wil reward them accordingly.


Coal India is briging a change in government companies' process of promotions, they have decided to promote the employees on the basis of performance and not on the basis of seniority. For this puropse, the company will set up four committees, which will have senior directors.

The promotoin committees will identify the individuals on the basis of their leadership quality and superior performance in their present roles and are able to do best in their next role also wil reward them accordingly. the cmpany, as per the rules, will manage career programme of executives thorugh departmental promotion committees.

Steps for the promotions :-

One of the committees will handle the promotions of the top level executives of level 8 and 9.
Second committee will be take care of senior management people of executive at the level 7 and 8. Both the committees will comprise of the director personal and industrial relations of CIL, a fucntion director, one chairman and managing director of a subsidiary director two independent directors.
The third committee will have CIL human resource director and two functional directos from subsidiaries and will consider promotions of E6 to E7 or the middle management.
The fourth panel will handle promotions from entry level to middle level E1 to middle level to management E6. It will comprise directors of one of the subsidiaries, two technical directors from subsidiaries, one officer from scheduled caste and scheduled tribe category in the rank of E8 or above and a senior executive from CIL.
Cut off date for the cluster promotions for E2 and E3 candidates will be March 31 and September 30 every year following which vacancies for each grade will be assessed on April 1 every year by the committee said the reports.As per the guidelines provided fr prmotions, rating for performance management system will be the most important factor to consider, and seniority will also determine the eligibility of promotions. These criterias are given a total of 50% weightage or more from different cadres.
